EU Tightens Transformer Rules for 2028


In November 2025, the European Union officially adopted a new ecological-design and energy-efficiency regulation for transformers—Regulation (EU) 2025/2052—hailed by industry as “the strictest transformer directive ever”. Some Key points as below:

1. Entry into force

The regulation enters force on 14 December 2025, with a three-year transition. From 14 December 2028 every transformer placed on the EU market or put into service must comply.

2. Tougher efficiency thresholds

- No load and load losses must be cut by roughly 15 % versus today’s Tier 2 limits; for large oil immersed units no-load losses fall up to 20 %.

- For the first time, efficiency at 10 % partial load is mandatory, ensuring high performance when feeding intermittent solar and wind power.

3. Low carbon footprint & circularity

- Manufacturers must publish ISO 14025 Type-III environmental declarations covering full life-cycle carbon emissions.

- By 2030 ≥35 % of steel, ≥45 % of copper and ≥30 % of aluminium content must come from recycled sources, backed by take back schemes.

4. Digital product passport

Each transformer must carry a scannable “digital product passport” listing efficiency class, material mix, carbon footprint and recycling locations for EU market surveillance authorities.

5. Market impact

- The Commission estimates the rules will save 0.7 TWh of electricity and cut 2 million tonnes of CO₂ annually by 2035.

- Exporters—especially those from China and Japan—must upgrade Tier-2 products within three years and add EPDs and passports to stay in the EU market, but early movers will command green-premium prices and preferential procurement.

Industry watchers say the decree will turbo-charge the worldwide pivot to high-frequency, solid-state and ultra-low-loss transformer technologies, slashing energy waste and carbon footprints while redraw the export rivalry map, rewarding first movers with premium markets.
